PROCLAMATION OF A CALL MEETING OF CONGRESS, OCTOBER 15, 1842 1
WHEREAS, by an act passed at the called session of the 5th Congress, appointing the first Monday of December of the present year, for the meeting of the present Congress, it being deemed advisable by the Executive to convene the body at any earlier period. Therefore, be it known, That I, Sam Houston, President of the Republic of Texas, do by these presents direct all the Senators and Representatives elect to the present Congress, to convene at the town of Washington in the county of Washington, on Monday, the 14th day of November of the present year. Done at the town of Washington this 15th day of October in the year of our Lord one thousand.eight hundred and forty-two, and of the Independence of Texas the seventh. By the President, Sam Houston. TO THE GOVERNMENTS OF GREAT BRITAIN, FRANCE, AND THE UNITED STATES 1 Department of State, Texas, Washington, Oct. 15, 1842 I am instructed by his Excellency, the President, to submit for your consideration and action, a subject of general concern to civilized nations, but of peculiar interest to Texas, viz: the character of the war at present waged by Mexico against this country. The President is led to believe from the nature of the facts involved, that this step will be deemed not only admissible but entirely proper. The civilized and Christian world are inter- ested in the unimpaired preservation of those principles and rules of international intercourse, both in peace and war, which have received the impress of wisdom and humanity, and been strength- ened through a long course of time, by the practice and approval of the most powerful and enlightened of modern states.
