Captain Thomas F. Chapman Sir, In taking charge of the Quarter Master Department of the Boundary Commission, your duty will be to exercise a direc- tory and advisory control over the property of the State, and the supplies purchased for the use of the Commission : in order that frugality and economy may be secured and that nothing may be allowed to waste. You are not required to scale the supplies in distributing them out in the army regulation, but only to exercise prudence in order that the survey may be conducted with economy and expedition. The men will be supplied just as other laborers. Sam Houston.

Captain Thomas F. Chapman Sir, In accordance with your commission as Secretary of the Boundary Commission, you will with all dispatch join Messrs. William H. Russell and B. Timmons, in order to act in conjunction with such officers as may be appointed by the United States Government in running and marking the boundary line between the State of Texas and the territories of the United States, in accordance with the act approved February 10, 1854. You will also in addition to the duties of Secretary take charge of the Quarter Master Department of the Commission. For fur- ther instructions you are referred to those given to Mr. William H. · Russell, dated April 28, 1860. Sam· Houston.
