who have never acknowledged any treaty stipulations with either Texas or with the General Government, and who have ever been hostile to our people. You will, therefore, exercise every possible vigilance in the discharge of your duties, and will pursue and punish them, and you are strictly ordered to regard all Indians seen this side of Red River, as open enemies of Texas, unless they come with a flag, or as bearers of dispatches from authorized officers of the United States, when you will strictly examine him, or them, and unless satisfied as to the object of their presence in the country, . you will regard them as you do other enemy Indians, and treat them, as well as all others, as enemies to the Country. You will keep this Department advised by express or other- wise, as far as lies in your power. Sam Houston.

Johnson Sir: Having learned that the accounts and rolls of the Com- panies late under your command have been desposited with the Comptroller, who has no authority to act upon them until after the action of the Quarter Master and the Pay Master, all the accounts will, therefore be handed over to the Quarter Master, John L. Haynes, and the muster rolls to the Pay Master, John M. Swisher. Until these officers have acted on them, not a sin- gle claim will be settled or paid. When the accounts and rolls have been acted upon by these officers, "under the special direction of the Governor," as re- quired by law, they will be settled and paid, but not until then.
