To CLEMENT R. JoHNs 1 Executive Department, Austin, Texas, Novr. 8th, 1860. Hon. Clement R. Johns, State Comptroller Sir: Your letter of this morning has been received, in which you inform the Executive "that the Muster rolls of the Six com- panies of mounted Volunteers called into service by General Per- sifer F. Smith, &c. "with the exception of Captain W. R. Henry's company" are lost, or not to be found in your office. This is greatly to be deplored, as on several occasions I have been informed by you that they were ready for "transmission to Washington City," and the Comptroller must be aware that they are necessary vouch- ers and must be produced in order to ensure a settlement. You speak of having addressed Hon. Guy M. Bryan upon the subject of these lost papers. Would it not be well to address the War De- partment upon the subject? Sam Houston.

THE PROCLAMATION VOIDING C. R. JOHNS'S PROMISE TO PAY OFF CAPTAIN DALRYMPLE'S COMPANY, NOVEMBER 9, 1860 1 Proclamation by the Governor. Whereas, It appears from a notice published in the State Gazette, over the signature of Clement R. Johns, Comptroller of the State of Texas, that the said Clement R. Johns, in violation of law and in derogation of the order of the Executive, has advertised that he will pay off the Officer~ and soldiers of Captain W. C. Dalrymple's Company of Mounted Vol- unteers, late in the service of the State, on and after the 15th; And Whereas, a Paymaster having been appointed and having given bond as required by law, to pay off the Troops as well as other Companies in the Service of the State, whose duty is to certify the amount of the State's indebtedness to each man, Officer or Soldier, upon which certificate alone it is the duty of the Comp- troller to issue his interest warrant; and Whereas, it is not in the
