To MESSRS. BATEMAN & FREY 1 Executive Department, Austin, September 28, 1860.

Messrs. Batemen & Frey Gentlemen : Replying to your letter of August 25th, I would say that as far as regards the supplies of Lieutenant John Sal- mon's~ command, you will have to make out your accounts specify- ing each article and the price thereof, having them certified to on oath by Lieutenant Salmon, a.nd then submit them to the Executive for approval. If there is money in the Treasury, you will be paid in cash; otherwise, you will receive your pay in 107'o warrants. As to the supplies furnished to Lieutenant Lowe, 3 you will (as my orders of March 8th and 9th clearly indicate) have to wait until an appropriation is made by the Legislature. You will, however, make out your accounts for the same, have them certified by the Lieutenant and by the Chief Justice, and then forwarded to his Department in order that they may be presented to the Lgislature at an early date. Sam Houston. 1 Executive Records, 1859-1861, p. 232, Texas State Library. ~see Houston to White, Walker, and Salmon, February 13, 1860. 8 See Houston to John C. Lowe, September 27, 1860.
