the duty of the "Comptroller of Public Accounts, under the special direction of the Governor to audit and adjust all claims and accounts created under the provision of the act approved February 3rd, 1860, making appropriations for the protection of the frontier." My orders with regard to the payment of the troops on the Rio Grande having been disobeyed, in violation of law, I am determined, in future to see that such "claims and accounts," are audited and adjusted as directed by law, or I will not be accountable for the violation. I am prepared to sign. all warrants that are audited and adjusted according to law. Sam Houston.

Executive Department, Austin, June 28th, 1860. To Hon. W. S. Hotchkiss, Commissioner of the Court of Claims Sir: Whereas the application has been made by the President- of the T'exas and New Orleans Railroad Company for two hun dred and forty sections of land, to which said Company i: entitled by virtue of the completion of one section of fifteen miles of its road, And whereas, the State Engineer has reported under oath that the said fifteen miles upon which this application is made, is entirely completed and put in running order, and that the same has been constructed according to the provisions of the charter of the said company, and also of the general laws of the State in force at this time, regulating Railroad Companies, You are therefore requested to issue the said Company, its President or other lawful officers, agent or attorney, the said Two Hundred and forty sections of land, in land scrip of Six Hundred and forty acres each.
