Your note has been considered and I find it inconsistent to change a general rule in relation to a particular case without some extraordinary cause. It would afford me pleasure to render you a personal service so far as is in my power, but my orders have gone to the Auditorial Dept. of Government, not to settle the pay accounts of any Disbursing officer until an adjustment of their official accounts has taken place.
