the authority of said Republic, issue this my proclamation, re- mitting the penalty of the law that otherwise might attach· against them for remaining in the Republic, to be in effect and operative for the twelve months from this date: Provided those who wish to obtain any benefit of this Proclamation apply to the Chief Justice of the County in which they reside, and make satisfactory proof of their good character, and also enter into bond and security in the penal sum of five hundred dollars, pay- able to the President and his successors in office, for their be- havior during the time specified in this proclamation. Sir- You will receive from the Acting Secretary of the Treas- ury an amount of Exchequer bills sufficient to pay off the mem- bers of Congress, officers of the two Houses, such clerks and Heads of Bureaus, and Judges, as have arrears due them; and no more, until further arrangements are made by Executive. You will in all things be governed strictly by the provisions of the· general appropriation acts of Congress.
