My opinion upon the unconstitutionality of erecting counties for judicial purposes alone, have, on a former occasion, been ex- pressed to the Congress. To the Honorable, the House of Representatives: I herewith transmit to your Honorable Body, a statement from the Department of War and Navy, exhibiting the amount of lead now on hand at the Austin Arsenal, from which our almost utter destitution of the means of defence, will be apparent. The Con- gress will perceive the necessity of making some adequate pro- vision for supplying the wants of the government on this subject.
