To the Honorable Senate: I respectfully submit for the con- sent and advisement of your Honorable Body, the nomination of David Ross/ as Captain of Ordnance, in accord with an act of Congress, approved 11th December, 1841. To the Honorable, the House of Representatives: The attention of your Honorable Body is respectfully invited to the accompanying communication from the Department of State, enclosing a statement from.the General Post Office Bureau. The personal convenience of the Executive is not at all con- cerned in the clerical facilities afforded the several Departments under his control. But under a full conviction of the utter im- practicability of progressing with the public business, without the additional assistance suggested in the communication now submitted for the consideration and action of Congress, he is constrained to recommend that provision be made to meet the indispensable necessities of the Department.
