The Acting Secretary of the Treasury will, in the settlement of any account against the Republic of Texas, instruct the Audi- tor and Comptroller to issue a certificate in the form annexed, reducing the amount claimed to par funds. The forms enclosed will be the only certificates issued for the settlement of claims against the government, until further order.
