Moody Pavers, Texas State Library. :?Elisha Clapp came to Texas in 1834 and settled at Nacogdoches. On April 7, 1836, he enlisted in Captain William H. Smith's cavalry company and participated in the battle of San Jacinto. He was left on the battle ground, April 24, to guard prisoners and was honorably discharged on May 28, 1836. (See Compt?-oller's Milita,·y Service Records, Texas State Li- brary.) On May 31, 1837, Houston appointed him captain of a company of rangers for Nacogdoches County. He later removed to Houston County and there assisted in the organization of Trinity College in 1841. Prior to March 1, 1849, he had removed to Leon County, and on that date he sold a tract of land located in Grimes County. See Dixon and Kemp, Heroes of San Jacinto, 326-327.

To Mr. Welschmeyer,2 2nd Auditor Sir When "Let this be audited" is written on any claim, it merely means, that you are to consider, and act upon, as you may deem proper agreeably to law-You are not bound to admit any, but upon your own full discretion. Audit means to hear & decide, upon, and no approval by any power can deprive the Auditor, of his own right to judge, of the discharge of his duties.. All claims, not provided for by law, and that have not manifest equity in them, will be marked "The law does not provide for this case; congress alone, can grant relief." Great care must be taken with accounts, and where an act of Congress has passed to audit accounts, they must be sustained by vouchers, or they cannot be paid without reference to the Atto.
