which would interrupt their trade and intercourse with the Texians. With this view of the subject, the executive is constrained by every consideration of true policy, to return this act, without his signature, assuring the honorable congress that he will at any time that the necessity or apparent safety of the country may require it, order out such troops as may be necessary for the safety of the frontier or any portion of the country, and that he will give directions to raise so soon as possible, and bring into the field the corps of 280 men. PROCLAMATION OF THE RATIFICATION OF THE BOUNDARY BETWEEN TEXAS AND THE UNITED STATES 1 Sam Houston, President of the Republic of Texas, To All and singular, who shall see these presents, Greeting. Whereas, a Convention marking a portion of the boundary be- tween the Republic of T'exas and the United States of America, was concluded and signed by their Plenipotentiaries in the City of Washington on the 25th day of April one thousand eight hun- dred and thirty eight, the original of which is hereunto annexed. And Whereas, the Senate of the Republic of Texas, by their resolution of the 23d day of May one thousand eight hundred and thirty eight, two thirds of the Senators present concurring, did advise and consent to the ratification of the said Convention. Now, therefore, I, Sam Houston, President of the Republic of Texas, having seen and considered the said Convention, do in pursuance of the aforesaid advice and consent of the Senate of the Republic of Texas, by these presents, accept ratify and confirm the said Convention and every article and clause thereof. In faith whel'eof, I have caused the Great Seal of the Republic of Texas to be hereunto Affixed.
