RECOGNITION OF STEWART NEWELL AS UNITED STATES CONSUL AT VELASC0 1 Be it known, that I, Sam Houston, President of the Republic of T'exas, do hereby recognize Stewart Ne--well as consul of the United States of America, for the port of Velasco in this Repub- lic; and enjoin all officers, civil and military, in the ports and places of the consulate, to afford him in the execution of his duties, all proper aid and assistance, in order that he may enjoy without hindrance or molestation all the preeminences, authority and privileges in any wise appertaining to the office of consul. . To the Honorable Senate of Texas, Gentlemen, I take pleasure in submitting for the ratification of your Honorable body, the nomination 2 of Cornelius Van Ness 3 Esqr for District Attorney of the Fourth Judicial District of the Republic of Texas. Mr. Ricord;' who lately filled the station has left the Republic, ·making it the incumbent duty of the Executive to nominate another to supply the vacancy, that nothing pre- judicial may arise to the people of that part of the country. I transmit a letter from the Representatives of Bexar, urging the appointment of Mr. Van Ness. Your advice and consent to the nomination of this gentleman is most respectfully requested.
