ELECTION PROCLAMATION, OCTOBER 7, 1837 1 Whereas, the House of Representatives has declared the seat of Representative for the County of Refugio vacant, therefore, I, Sam Houston, President of the Republic of Texas, do, by virtue of law, hereby order and command that the 1·espective chief justices of the counties of this Republic in which citizens of the said depopulated County may be residing shall cause an election to be held on Saturday the 23d instant, for a representa- tive in Congress for the said County of Refugio. It is further ordered that the chief justices shall appoint judges and clerks to hold said election who shall be qualified by them or other justices of the peace for the County in which the pre- cincts are situated; The returns to be made by the Judges to the chief justices without delay and forwarded by the latter as soon as practicable to the Speaker of the House of Representatives. In testimony whereof I have caused the seal of the Republic of Texas to be affixed and signed the same. Done at the City of Houston this the 7th of October A.
