Gentlemen of the Senate: I take pleasure in presenting to you for your constitutional advice and ratification the follow- ing appointements: Albert T. Burnley 2 and Thomas W. Gilmer 3 as commissioners to the United States to negotiate a Loan of One Million of Dollars. Your concurrence is respectfully solicited and your ratifica- tion will be highly gratifying.
