they may be in favor of completing such works as have been commenced, and constructing such as are necessary to the gen- eral welfare, and the external commerce of the country. The States should not be divested of the power to make internal improvements. There are important national works appropriated for in this bill, which should be appropriated for. The Govern- ment should make such appropriations as would facilitate the transportation of troops and military stores. But this is not to be done by appropriating for Big Sodus and Little Sodus and other ports named in this bill. Though there be one hundred items of the bill of which I approve, yet if it contain one item which I think unconstitutional, or prejudicial to the general interests of the country, I will vote against the entire bill.

Washington, March 3, 1851 My Dear Colo. I wrote to you on Saturday. If anything should cause delay on my part, I would desire you to continue Mrs. Houston's case.~ I have entire confidence in my Counsel, but her alarm and feelings would subject her to pain if I were not present, and I want to see Buckley when it is tried. If he is the Judge, I ought to be there. I hope to have a speedy trip, and you may be assured that I will loose no time in getting home. Friday of the second week of court will be time enough to try the cause! I intend to send you some papers to amuse, if they fail to interest you, and so soon as you read them, please send them all to Mrs. Houston, as from me. I am fearful that Congress will adjourn without passing the appropriation Bills. An effort is made by the Whigs and some fishy Democrats, to pass an Internal Improvement Bill of the most extravagant character ever seen. You know what I will do! Sam Houston Col.
