With a total disregard to personal preference, I have selected such persons to associate with myself in the administration of the Government, whose talents I think best suited to the further- ance of the interests of the country. As my constitutional ad- visers, I have respectfully to request you, the confirmation of the several nominations. Should any one of them be rejected I should feel myself at a loss where, or by whom to supply his place. And as I am held responsible to the people for the administration of the Govern- ment, you will readily admit that I have felt and must feel a lively interest in knowing who are to co-operate with me in the discharge of my official duties. Sam Houston. 1 E. W. Winkler (ed.), Sec,·et Jom-nctls of the Senate, Revublic of Texas, 1886-1845, 15-16. 2 Samuel Rhoads Fisher came to Texas from Philadelphia in 1831. He settled at Matagorda and represented that municipality in the Consulta- tion, and later in the Convention at Washington in 1836. He was one of the signers of the Texas Declaration of Independence, and was on the com- mittee to draw up the Texan Constitution. Houston appointed him the first Secretary of the Navy of the Republic. He died at his home in Matagorda in 1839.
