To Colonel James Morgan Sir: Previous to your departure for the U. States under the Orders which you have received from my predecessor in Office, it is absolutely necessary that you should forthwith repair to this place. The Inspector Genl. who has been ordered to this place to make his report of the condition of the ordinance, now in the country, has completed it. Before an additional quantity of ordinance is purchased it will be necessary to have a particular requisition made out, and rendered for such articles as are most necessary for the Service. It is important that you should report in person so soon as prac- ticable. TO THE MEXICAN MINISTER AT W ASHINGTON 1 In all cases while Genl. Santa Anna admits the fact that he is a prisoner, let him assume the style of a President, and head of the Mexican Republic. It would be well for the President General to write to General Jackson an official letter, which may be such as Diplomacy re- quires, whilst he could write a confidential official letter to General Jackson assuring him that he is willing to countenance or to con- tribute to the annexation of Texas to the U. States (referring to the action of the people) In his correspondence with the General let him urge or solicit the General, to become responsible for his making good all stipulations entered into by him if this is done at the instance of General Santa Anna, General Jackson can be induced to furnish a national vessel of the U. S. for Genl. Santa Anna to sail in from the Coast of Vera Cruz direct, or to render an escort to any point which may be most desirable.
