TO THE GENERAL COUNCIL 1 To the Honorable The President and General Council of Texas: Gentlemen, I have the honor to lay before you a letter 2 which has been directed to Genl Austin & myself. I have thought proper to submit to your honorable Body for any disposition which you may think proper to make of it. It was read in open council and referred to the Committee on Naval Affairs. See Gammel, Laws of Texas, I, 71. To THOMAS HuGHEs 1 Headquarters, San Felipe de Austin, December 4, 1835. Sir: .... By the first of March next, or earlier if possible, I would, in behalf of the provisional government of Texas, be happy to accept the services of at least three thousand five hun- dred volunteers for duri~g the war, or even for a less period. Hughes, Representative from New Jersey, was born at Cold Springs, Cape May County, New Jersey, in 1780. He entered the mercan- tile business and prospered. In 1816 he built Congress Hall, a hotel which he conducted only during summer seasons. He also served as sheriff of Cape May County from 1801 to 1804, and was a member of the State Assembly from 1805 to 1809, and from 1812 to 1813. He was elected as a Whig to the Twenty-first and Twenty-second Congresses. He died at his home in Cold Springs, November 10, 1839. He and Houston became politi- cal and personal friends at Washington, and this friendly relationship con- tinued throughout Hughes' life.
