Sir. In conformity to the order of His Excellency Joseph McMinn: Governor of Tennessee, I have the honor to make a return different from the last return, from this office inasmuch as the present contains a total and the last did not. The estimate made out and sent with !ast return was not in- tended to comprise a part of it, but to shew as I thought how far the several officers had been delinquent, in reporting to the Adjt Genl of the State. I have never received nor have I seen any blank return or form since I came into Office, nor have I had it in my power to see any papers belonging to the Department, previous to my appointment, inasmuch as the office has been removed from Knoxville to Murfreesboro and the Legislature has made no pro- vision to have the papers of the office removed.
