To issue ordnance and stores in a regular manner. In these matters there must be system and a compliance with law and the Regulations of the United States Army. 7th. To use strict economy and purchase no article, unless abso- lutely necessary for the good of the service, and within the line of articles used by the like arm in the U.S. service. 8th. The Rules & Regulations of the U. S. Army and the Arti- cles of War to be observed and enforced as near as can be.
