Woodard as a suitable person to receive authority to enrol a Company of men under the recent law of the Legis- lature for the protection of the Frontier. Mr. Woodard has resided on the frontier of Bexar County during the last sixteen years and still resides there with the exception of his residence for a large portion of each year on the Rio Frio where the larg- est portion of his property is situated W Woodard is active energetic and accustomed to a frontier life and would it is be- lieved make a competent officer
