TEXAS INDIAN PAPERS, 1860-1916 407 settle and improve the Pan Handle country, that have not suffi- cient protection to guarantee a fair assurance of safety for their lives or property, and their homes are liable to be burned, their wives and children outraged and murdered by a merciless foe and their stock driven away. Third. That the few United States troops stationed in the Pan Handle are totally inadequate to cope with the present danger and in case of trouble could not under any circumstances, pro- tect but few if any of the inhabitants if they succeed in pro- tecting themselves and the inhabitiants are so situated that they cannot successfully resist an attack of so formidable a foe. Therefore, in view of the above named facts it is resolved that we respectfully petition the Honorable, the Governor of the State of Texas to aid us in our present distress by sending what force or number of rangers that may be considered necessary or what may be available at the earliest possible moment, to our relief, believing that in asking this we _are not incurring any unnecessary expense, and hoping this may meet your kind ap- proval, we respectfully subscribe ourselves.
