claim therefore is so utterly devoid of testimony, and so very discords with the facts as known to this Government, that I cannot abstain fr expressing my surprise at its formal presentation by the authorities Great Britain. It is with feelings of deep regret that I transmit to the Congress a free and sovereign nation the last letter 1 of Lord Palmerton date London October 23d, 1839, and found in document B.- To whom to what description of persons his Lordship refers, when he reques "that these poor people may have their lands restored to them," beyond my own comprehension. I know of no such people as he d scribes, and have never heard of such; but I am very confident that any poor man, of any nation, has suffered unjust damage from Gov't of Texas, the Government will feel itself constrained to render h" ample remuneration. And I am equally confident that "this Gove ment founded upon the great principal of equal national and individu rights, will never sanction nor succumb to the pragmatic doctrine, th one Sovereignity may control the domestic arrangements of anothe Texas acchieved her i:r;idependence by many iminent hazzards, and Ji Constitution prescribes that those who shall refuse to participate the dangers of the Revolution, shall not participate in the benefits :result from it. It was a declaration sanctioned by every principle ,equity, and no foreign power has a right, now that the issue is dete mined, to interrupt its practical operation. The second description -persons alluded to in Lord Palmertons letter, are, I presume, certs :subjects of Great Britain, who once had Empresario grants or contrac ior colonization with the late Mexican authorities. These contracts a justly eubordinate to the civil jurisprudence of Texas, and no forei nation can have any authority, and of course cannot be suffered in a wise to interpose in their adjustment. l\firabeau B.
