Orleans. I hope the circumstances under which we are placed will suggest to your Excellency, the expediency and necessity of ordering the draft above alluded to. The Commission on the part of Texas have estimated that the running of the line to Red River will cost the Government of Texas, in addition to what has already been appropriated, $15,000.00. For the estimate, in detail, I beg leave to refer .your Excellency to my communication 50 to the State Department. It is expected that Col.
