Whether agent or not, 1 shall always feel so deep an inter- est in Texas, as to devote much of my time to her cause, and to enlisting the feelings and interest of the people of the U S in her favor-and if the script returns in time lo be sent to Washington before Congress rises, I shall send on as much of it as will probably sell there, so as to disseminate it through the Union. I have called several times at Mr. Toby's with a view to see the condition of the $10,000, and his accounts, but they have not been prepared-they will be lo day-I presume from what he says, it would be useless for me to make any investigation as to the $10,000 dispute be- tween him & Mr. Bryan, as he says he will not in any event surrender it-Even yet I have been unable to find time for any but a hurried communication to you-a deliberate one-with my mind free to weigh subjects calmly, I shall not have time for until on my way up the river, removed from the continual application to me here-I shall go up in a few days-Your communications requiring immediate attention here, will be addressed lo the agency at New Orleans. The Liberty is now under repairs, and I fear the work will slop for the want of funds. No time should be lost, in preparing for a permanent revenue-othenvise the credit of the government will fail-It is not under protest here, and was before my arrival. The loose mode of disbursement, is a subject of remark here-More method, and accountability is indispensable-I again advise strongly the adoption and observance strictly, of the plan which I forwarded by Mr. Borden to the Secy of the Treasury- The government should have always a knowledge of the amount, of its responsibilities. For that purpose let an account be opened, headed Government Responsibilities and Expenditures-Let the whole Responsibilities, be on the Dr Side, including what is ex- pended in cash-and the payment on the Cr side-the balance will shew what is unpaid-the Dr the whole amount. Then you will know what revenue you require and can shape your course accord- ingly-You must know your probable Expenditure and you must have a revenue to meet it or your wheels of government must stop In haste- yr very Respectful & Obt Sert R Triplett A difficulty has arisen here in relation to the Liberty-Its nature will be explained by Mr Bryan-The agency here will require orders upon the subject-RT-
