Mr. Triplett has refercd you lo us, in regard to a dificulty between the officers of the schooner Liberty & the secretary of the Navy. Mr Potter has thought proper lo purpose new officers for that vessel, and we understand intends lo put a new Captain in her, the cause of the dificulty we do not know, but the laws of nations will not allow us to recognize any commander but the one who arrived in command of the vessel & whose Commission is signed by your Excellency. We cannot even gel a permit from the Custom House under any other commander. lo leave this port, should Mr Potter continue of his present opinion the vessel must remain here until the determination of the Executive is made known, and a regular commission for the new Captain forwarded, unless .Mr Potter should think proper to change his determination it will be necessary for the Executive to forward as early as possi• hie explicit orders in regard lo that vessel. We regret much any delay that may arise, bu l the Executive will perceive the delicate situation in which we are placed, and the absolute necessity of waiting further orders. We are not apprised of Col Potters reasons for the steps he has taken, but as he will of course apprise your ExceJlency of them we deem it unnecessary to say more upon this painfull subject- By the Urchin you will receive (enclosed) Bill Lading 390 Bbls ship Bread, 4 Bbls & 18 Kegs Powder sent from N york, freight payable in Texas or by order on the agency I have the honour to be Yours Respectfully &c Wm Bryan Agent for Texas [3239) [CARSON to BURNETJ
