To His Excellency lhe President, and the Cabinet of the Govl (as interim) of the Republic of Texas. Gentlemen The determination made this morning by lhc President and a majority of the cabinet, that General Santa Ana should be released lomorrow, and sent to Vera Cruz; again drives me lo the necessity, of dissenting, and of putting that dissent in writing, so that my views may not be misunderstood or misconstrued. ] shall forbear lo make any remarks, further than such as are merely necessary lo express my decided disapproval of this measure. My feelings and opinions upon lhe general question are avowed in a letter under date of 27th inslanl; and a recapitulation is here unnecessary. · But if there was no doubt as to the policy of releasing Sanla Ana ultimately, still his immediate discharge would be unwise, unjust, impolitick, and highly ruinous lo the best interest of the country. The treaty which has been made with him is totally uncomplied with and he surely has no claims upon your sympathies. By that treaty, he engages, that his troops shall abandon
