Col. Morgan, Commander of Galveston Island Sir:
Beeing apointed by the Cabinet of the Government of Texas, Chief of the Engineers of this Republic, I intend to proceed as soon as possible with the necessary surveys of this post and the plans for the Fortifications at it. I will deliver lo day the Commanderment of the Fort and its content lo that Gentelman, who you appointed lo clay to be my successor, with the necessary lists. With respect to the execution and finishing of this Fort, I propose to You, to leave this still lo the charge of Mr. Bromley, who is perfectly acquainted with my plan which I sent to the Government, and as he is· allso accostumed now with the treatment of the prisoners, he is able to execute the work confirm to my wishes. He will simply have nothing to do, than to direct the workmen, when they are delivered lo him by the Commander of the Fort, at the accoslumed working hours from 5 o'clock in the morning till 10, and then from 3 again afternoon, till sunset. There is a young gentleman, Mr. Manasseh Sevey,whom I wish to assist Mr. Bromley, and to make himself acquainted with the plans, and he will remain there with the executive, in case, as it is probable, I should call the first to Velasco, or any other point of the coast. Please tell me, if You agree with this arrangement, which I think now to be the best. Lieutenant Schroeder will proceed to morrow again to the rafl at Chocolate Bayou which we need so much. '\' ou will favour me by insisting to those gentlemen, to execu le the works conform to my plans and instructions, which to inspect, I have to come back from time to time, I guess.
