Your leller by Mr. Longley in relation lo the Schooner Flash, is received. In reply I have to remark that some changes have occurred si11ce the date of my last on that subject, and the propositions there submitted were not accepted. the whole bargain is at loose ends and to be made de novo. Under this view of the subject I have to Stale, (and I confess with reluctance on my own part for I was and am anxious for the purchase) lhal there is an indisposition in the Cabinet lo embarrass the public with and further responsibilities. It is thought that it would be difficult for the government Lo secure the proper and economical management of a transport vessel for which purpose only the Flash would answer.
