I am intstructed by the President and Cabinet lo say to you that the present state of the country makes it advisable to discontinue the Agency which you have held. While the Government duly appreciates your services, at the same time it is deemed advisable to suspend your functions, inasmuch as it is hoped, with confidence, that there will be a speedy termination of the war.
