This will be handed you by Col. l\'lirabeau B. Lamar a friend of ours who has been prevailed upon to accept the office of Seery of War of the Govt. of Texas, this prevents him from giving that attention to his private buisness which under other circumstances he would do. The Col desires to purchase some of the scrip of Texas land which you are authorised to sell by the Govt his detention here in the discharge of his public duties makes it necessary that he procures an accommodation for a time not to exceed six months you may be perfectly assured of his punctual compliance & his cl.rafts on us will be duly honored to the amount of five thousand dollars the amount he wishes to invest any facility afforded him will be afforded a gentleman of the first order and much oblige your

Executive Department Republic of Texas Velasco May 25th 1836

To Thomas Toby Esqr. New Orleans Dear Sir

I herewith forward to you a Commission, authorising you lo dispose of the public lands of Texas, in a manner and under restrictions pointed out in your Commission. I have to inform you that the present object of this Government is to dispose of so much of the public domain only as will be sufficient in connection with other resources, to meet the present pressing demands. It is particularly desirable to provide a fund which shall as quickly as possible satisfy claims for supplies and advances hitherto made to the Government, in times of peril and distress. The persons who magnanimously contributed to our releif, under these circum- stances, we are anxious to releive in turn as speedily as possible.
