be done with the prisoners taken by the other divisions and they will report the good treatment they have experienced. At all times the Mexicans have evinced repealed proofs of generosity, because it is their natural disposition to be humane and compassionate. It some military commanders have complied with the express orders of their government to whom they owe obedience, they do not deserve to be abused and accused. When governments take measures they have motives for them, and they only are responsible for their acts to the world; and it is for that reason that I abstain from examining whether it was or was not right for the government of Mexico to make such a law, which was afterwards executed on Fannin and his men. The above statement being the true facts of the matter which have compelled me to take up the pen. I beg your Excellency to have them published in order to prevent the misrepresentations and erroneous ideas that might tend to disgrace the good reputation of the army to which I belong.
