To The Honorable Samuel P. Carson Dr Sir.

We have not had the pleasure of hearing from you since

your arrival in the United States.-

Since you left many events of deep & stirring interest have occured among us. You have before now, heard of the most prominent, notwithstanding the signal defeat of our external enemies our condition is by no means an enviable one, we are embarassed on all hands and perplexed with many difficulties. Great patience and fortitude are necessary to enable us to bear up under the adverse circumstances that press upon us-but I hope Lhat patience and that fortitude will be exercised. After your departure, the department of State was for a time Virtually vacant. At present its duties are ably discharged by Col. Collinsworth, a gentleman of high character, and efficiency. But he talks of declining and we are much al a loss to replace him. One difficulty grows out of an aversion on the part of gentlemen lo officiate only as acting Secretary-to fill an office, that is only vacant by the temporary absence of the proper incumbcnl- 1 therefore suggest to you the propriety and indeed Lhe necessity of your immediate return, or that you resign your office to enable us lo procure the best talents of the country, in Lhal important Department- In much haste and with great esteem and regard I am dear Sir Your obt.
