To Col. Morgan Commandant Port Galveston Dear Sir,
I hear from various Quarters that much insubordination prevails on the Island; you are directed to take proper & efficient steps to suppress it. As Commandant of that Post every Officer and Soldier on the Island, either in or out of the Fort is subject to your authority, and if any instance occurs of disobedience to your orders you will duly and promptly punish it according to law. In the case of Adjutant Cadle, it is left discretionary with you to organizeaCourt Martial or not as you may deem best for the good of the service or the ends of justice. If any who are Commissioned in the army under your command, shall deport themselves in an ungentlemanly manner, or be guilty of any conduct unbecoming an Officer, you will apprize this department, so that the necessary measures may be taken to remedy the evil. These instructions, you may read to those whom it may concern, that your authority may be properly understood, and that others may know what will be required of them.
