I wrote you hastily this mor by the Sloop Express-The return of Mr Chamberlain enables me to write more at length I have submitted your proposition in relation to the Flash to the Cabinet The conclusion seems to be that it would not answer to draw at sight as you..might-bul if you will take the governmental paper, drawing 8% interest, we would take the Schooner al the 8500$-If this will suit you the purchase may be considered as effected, on the presumption that the Schooner arrives in good condition and is safely to any passed to the Government You say she is insured for the trip & thal Govt. must pay half the insurance I presume you mean voyage, as the government could have no interest in her insurance from New Orleans to Galveston which is a trip- Should you choose lo sell under these terms, it is requested that you signify your assent by letter and thal you continue the vessel in her present attitude as respects flag-officers, Crew &c and that you will dispatch her with all possible expedition to New Orleans-ordering Capt Falvel to report himself to Col Robt. Triplett the Government Agent and in his absence to Edward Hale, Esq Sub Agent and receive his further instructions from him-In all cases the freight of gov't must have preference as also volunteers for the public service-but in the absence of these the Capt may take private freight and passengers at the usual rate-keeping a minute account-The Flash lo be loaded at New Orleans direct for this port-in great haste Your oby Servant David G.
