To The President & Cabinet of the Republic of Texas Gent
Will you consider of Lhe expediency of authorising Mr. T. Toby of New Orleans to issue & sell, as agent of the Govt in addition to the authority already vested in him, a sufficiency of scrip of Texas lands in sections of 640 acres at the minimum price of fifty cents pr acre or as much more as they will bring, to pay all demands for advances munitions & supplies transportation &c heretofore created or hereafter to be created which we may present to. the said Toby against the Govt of Texas duly authenticated and approved by the proper officers of the Govt. Such an arrangement will place us on a footing by which we will feel enabled & justified in rendering active and efficient services to the Govt. by furnishing supplies munitions & transportation and paying many small but indespensable demands against the Govt. at home. His Excellency the President ad interim of the Mexican republic has been pleased to address lo me the following decree: "The President ad interim of Lhe Mexican republic to the inhabitants. De it known that the General Congress has decreed the following: 'Art. 1. The Government will excite the patriotism of the Mexicans, and wil] employ all the resources in its power to continue with vigor the war in Texas, until the national honor be established, the interests of the republic be entirely secured, and the liberty of the President General be obtained. Art. 2. The successful co-operation of any person, whether a citizen or a foreigner, in obtaining Lhe liberty of the said President, will be considered as a most distinguished service, whil-h Congress will be careful to reward appropriately.
