To the Hon The President of the Republic of Texas Dear Sir,
During the existance of the provincial Govmt. of Texas E. Rainey was appointed primary Judge, and I was English Assistant Judge for the municipal city of Shelby. Since the decision & decree of the convention ordering that all Judicial procedings only in criminal cases should cease, they have continued to issue warrants and try cases, Issue Executions, & sell property. Judge English has in any case sat as Judge and gave a decision where he was the security to one of the Party. Their decisions and official acts has caused much dissatisfaction in the county, and it's humbly hoped that you will require an account of them how they have discharge their duties. As soon as they return to Texas, for they have both left and will no doubt remain as long as there is any danger in the country. the Sheriff who was elected by the people for that county has also left the Republic. Let me beg of youto order them at any rate to cease all civil operations at law, for official Robery is too bad. Sir with Esteem I have the Honor to subscribe myself your most obt. & Humble Serv.
Sydney 0. Penington.
