hold against the Govt regularly authenticated and approved by the proper officers of the Govt That the said Toby be instructed and directed to give to the subscribers in payment of any such demands said scrip at the minimum price as fixed by your body in the event of their requiring it an arrangement of this kind would enable us and Justify us in giving active and efficient relief without it we would only be adding fire to fuel by going any further in Expenditures from our knowledge of the true si h.1ation of things we have very little reliance from any negotiations now on hand of any relief being afforded us we are sorry to learn that some doubts has arisen among some that the cabinet no right to sell the Public land if such be the case our condition is still more deplorable because by refering to the instmctions forwarded to l\'lr Toby in march you will see that those buying of him the certificate are at liberty to make their selection to take lands acquired from individuals or public lands Now it would naturally occur that if the cabinett had not power to sell public lands they could not make such a pledge again if the cabinett has not power to sell the public lands why would they or how can they Give to Colo. Triplett 141 696 acres of lands to get clear of a condition in his contract which was not at all obnoxious if they did not design to have the power to sell more lands because if you were not to sell more lands he would have the benefit of priority without having stipulated .for it in addition to which your body in session at Groce's Retreat. all members present except the Scry of Treasury that they had the power & acted on the ground.
