commencement of the war to this date in which we have been Exhausted in a pecuniary point of view with an understanding that some permanent arrangement would be made by which we would be reimbursed Time has passed off and yet we find no relief but increased demands which have already become heavy & Burthcnsome and highly injurious to our private business Self preservation demands of us as also that of our friends whom we have ~nlisted in the cause that we begin to view the Ground on which we tread and that we seek safety. The Faith & credit we humbly concieve cannot stand very high abroad while we find among us volunteers who have come to our aid & served faithfully now not able to procure a shirt to wear or a breakfast at a public House except upon chairty, and offering their claims at from fifty to eighty pr cent discount We would take pleasure in taking up such of those claims at par as come lo us in first hands in order to preserve the credit of the country by redeeming her pledges ·to men many of whom have suffered all the horrors of death although they yet breath among us We would feel much gratified also to turn our attention to procuring & Transporting supplies where they may be required on the coast or any navigable stream In Texas but we would ask of each member to make our case your own already heavily in advance to the Govt daily increasing not a remote prespect of relief means of relief in the hands of the Govt and Bountifully bestowed on Strangers unknown in the country without having rendered any services what ever similar powers asked for by us in order to cover our responsibilities & either denied or treated with Silence let us ask of you if these are circumstances calculated to induce us to extend any further aid to the Govt & if you could under the circumstances feel disposed yourselves to extend any additional Facilities. The plan we proposed is reducible to the following first to appoint an agent on the part of the Govt to collect this Three hundred Thousand acres of Land from the citizens according by a plan by your body adopted on the - day of March for the disposition of which Mr T Toby of New Orleans was appointed agent Secondly that the said Toby be authorised to issue as agent of the Govt an additional amount of Scrip Say inclusive of the Three hundred thousand acres before referred to ---------- of acres, that out of the proceeds of said scrip the said Toby be authorised to pay to the subscribers all demands which they may
