You will receive as many Tories on board as may be sent by Coln. Morgan, and put them immediately in double irons with express orders that no officer or any of the crew ca11 speak with them under severe penalties, and they are not permitted to converse with each other on any account whatever.

To Col. J amcs Morgan Comd. at Galveston Sir,

The Steamer Laura proceeds to Galveston on acct. of her owners. On her arrival She will be employed by the Government to bring a freight to this place. -You will therefore cause her to take on baord from the Brig Durango all the flour that remains on her, excepting one hundred barrels which You will reserve for the use of the garrison, prisoners &c on the Island. You will be very particular to have an acct. taken of the number of barrels received from the Durango and if any material damage is apparent in the flour You will cause a survey to be made & the nature and amount of that damage determined. Should the Laura be able to receive more than the flour above mentioned You will cause her to be filled up with bread from the Brig Pocket. And here again You will be careful in Keeping account of the articles taken and making a record of all your proceedings in relation to those Vcssels and their Cargoes.
