To Col. Commt. Morgan, Fort Travis, Sir,
Understanding that you have under arrest, a Carpenter in the Naval Service of Texas, who was charged with the repairs of the Whale Boat belonging to the Navy Department, I have the honour to request you, if so, to cause the above named individual to he released & put in charge of the Officer the bearer of this, as it is particularly desirable & indispensable for the general good of our country that a friendly intercourse & mutual recognition of the rights appertaining to the different services in which we command should exist, I beg leave to suggest, that should any Officer Seaman or, Marine, offend on shore, that he should be reported immediately to me, when an immediate investigation will take place & punishment awarded, should the offence merit it.
