Texas, with subversive designs, and bent to dislurb public peace. To serve their purposes, they spread allarming reporls, altribute to the Government perverse intentions, and even, carry calumny so far, as to allege that the ruin of the new colonies is contemplated. Such a combination of slanderous rumors can but be the work of enemies of public order and of the union that ought to prevail among the Mexican Citizens, and claim His Excellency's particular attention. In order to avert the calamities that may be originated by the intrigues of these perfidious men, who avail themselves of every means of seduction to spread discord, creal excitement and make friends with whom to attack the Government, His Excellency has inslruced me to say to Your Excellency, that his only wish is to enforce obedience to law and secure peace and harmony. The inhabitants of Texas should be satisfied that none of the measures taken in connection with that Department have for their object its ruin, hut on the contrary, are intended for its progress and the development of its demenls of prosperity. His Excellency wishing to see Lhc authorities respected, justice well and july administered, crime punished and the peace and industry of the inhabitants protected expects that the men who have attempted to dislTub public order, shall be delivered to the proper Tribunals. Thus, tranquility shall be restored without having to recur to forces, except in cases of resistance and rebellion for which, the Minister of War has given his instrnctions lo the General Commanding these States. His Excy. inslructs me also to say to Your Lordship, that the General Government having a right to establish Customs Houses, offices on the frontier, and to take other measures to prevent the scandalous fraud that ruins the national treasury and home indusLTy, expects that the inhabitants, whose fate is identified ,vith the prosperity and honor of the Republic, shall support these law-f-ul measures. Therefore, the custom House Offices shall remain open, or new ones be opened as may be deemed necessary with understanding that their only object is the collection of lawful duties, and that they can, in no manner, be prcjudiceial to the common or private intcresls of the Colonists. Your Excellency must tTeal all persons actually settled in Texas, as Mexicans worthy of your special regard, interested in preserving the integrity of our territory, and rejecting any ideas that do not breathe the noblest and purest patriotism. "Your Excellency will publish these views of the Supreme Government, and endeavor to obliterate the wrong impression that may have been spread mnong the People of Texas, by the enemies
