Surveying fees has been Fortycight dollars. a League. Two Dollars. for the Certifficalc. of Reception which I have before mentioned, Ten Dollars for the Deed and fifteen dollars Commissioner's Fee-the Commissioner is the person authorised and appointed, lo make Deeds to the sctlcrs theres a Commissioner. for every Colony the fees which I hav last mentioned arc lo be paid. when the services are rendered there is Several Colonys. in Texas. Now open for settlements. which will he finished as the Law of Colonization, provides, &- that is in the Manner. which I hav before mentioned. all the Land Lilies. given under the administration, of Stephen F Austin is heyound. Doubt. and never Can be questioned; what is Called Mexican grants. are Grants made by the Stale. lo i\lexican Citizen (Natives) upon their petition. With a privaledge of locatcing. upon any vacant Lands. those Claims are good when they have been regularly obtained. but there is a great many bad Claims and Consequently. the whole arc Involved. in uncertainty. at present theres no Titles to be obtained. by New Settlers Except. by purchase from the Citizens. for the reason of the disorganization. of the State Government. but all who are recd. by the agents and make Locations. will hold their land. and will obtain Titles. the Contracts that Exist. Cannot be destroyed or interfeard with by any Change that may take place in Government. the reception of Titles may be procrastinated. but the Contracts that have been made in good faith will be finished agreeably to the provisions of the Law under which they were Consumateed as to the Government (locally) of the Country. the - Judical System. is a bad one, and indeed it will not be otherwise. while we hav to depend upon Mexican Legislators their Ideas of Goverment are so different from ours-the manners. habits. & Genious of the two people are so widely different that they are incapable of supplying us with a goverment, adobted lo our situation or genious of the people. I must observe however that upon the score of Local Government. we get along very well there is such. an idenly of Interest. here that the will of the people. form a government which I conceive to be perfectly safe and while this is the case (and belev it will nol Le otherwise) we have nothing to fear-the Mexican. population is Entirely scpperateed from the N. American people in Texas except, about the Town of Nacogdoches. this Town is upon some of the Waters
