His Excellency, the Secretary for the war and navy department, had addressed to me, under the date of the 3d instant, the foUowing communication: "I have informed His Excellency the President, pro tempore, of your note under the 13th ult. enclosing advices from Texas which were directed to you by its military Commandant, and on their perusal, it appears that, if there are in that quarter seditious persons that endeavour to put the country into a state of excitement to attain their detestable views, many others, and most probably the majority of its inhabitants, are peaceable people, respecting the laws of the nation that protect them, and willing at all times to support and defend the just titles of the properly they have acquired.
