popular ori~in subservient lo the military.

Such is the actual rclalion in which Texas stands lo the Mexican republic, I might make conjectures as lo the dcvdopmcnl of this political labyrinth; hut J propose lo myself lo speak only of facts. The fundamental compact having l>ccn dissolved, mHI all the ~uaranlces of the civil and political rights of citizens having been destroyed, it is inevitable that all the slates of the confederation arc left al· liucrly lo act for thcrnsclvcs, and require Coahuila and Texas to provide for their security and pr«$ervalion as circumstances may require. Coahuila and Texas formed a stale of lhe republic, and as one part of lhis is occupied by an invading force, the free parl of il should proceed to organize a power which would restore harmony, and establish order and uniformity in all the Lranchcs of the puLlic administralion, which would be a rallying point for the citizens, whose hearts now tremble for liberty! 13ul as this power can be organized only be means of a convention, which would represent the free will of the citizens of lexas, it ism y opinion that this slcp should be taken, and I suggest the 15th day of October as a lime sufficient to allow all the dcparlments lo send lhcis representatives. I To the colonists at Lynch's I I Lorenzo de Zavala] (P.S.:] As among lhe grounds on which lhe Mexican officers require the obedience of the inhabitants of Texas, there is one which might influence some by the gratitude occasioned by the recollection of the act, I cannot pass it over in sil1:ncc. It is said that the inhabitants of Texas arc indebted lo lhc supreme government of Mexico and to those of the stale for the laws given lhcm the land which they cultivate. This is true: bul it must be remembered that those governments were formed of the same men who arc now persecuted, among whom I have the honor lo count myself one. A party composed of the military, ecccsiaslics, and Spaniards, would never have thrown open their country to forcigncrs.
