compcll them lo surrender their arms which they have in their hands lo defend Lhemsclvcs from the ruthless Savages which arc daily committing depredations on our frontiers together with many other things equally odious lo the people this is the outlines of the plan which I would recommend and I would also say that it should be carried into effect as soon as possible lo counleracl the reports which have been sent lo the interior about this matter. The next thing which I would recommend to you ancl through you to the consliluled authorities of Texas is to organize the .Militia and prepare for the worst in case we should fail in the attempt to convince the government of our loyally by the first named plan this can and ought lo be done Ostensibly for the purpose of chastising the Indians for their daily outrage on our frontiers and lo prevent them from continuing the course of outrage which has been pursued hy them. This organization of the Militia should be done in such manner if possible as to avoid exciting the suspilion of the Mexican Government that we were preparing for war with the l\lexicans this last measure proposed should be gone into for many reasons which your own judgment will dictate lo you among which are the many insults offered the Mexican officers by the americans of texas calculated to bring down the vengence of the mexicans on us and which have been of so gross a carracler as to render it uncertain whether the first named plan in this letter will succeed- William Menefee [On cover:] If il is thought that my services can be of any Benefit to my Country in effecling the objects named in this leller they can be commanded.
