The want of system which there been until now in llw policy of Texas has necessarily produced the introduction of many men without a home, without moralities or any employment by which lo subsist, who hazarding nothing in a revolution, are continually employed in gelling up discords and making the worthy people of Texas believe that the Supreme Government has hostile intentions and intends lo prejudicalc them in their interests. The falsehood so unheard of might precipitate the good citizens into a coalition with the bad and I feel myself constrained lo call upon their good judgment that they not listening to those iniquitous suggestions, may think of nothing but lo augment their possessions, always respecting the laws of the Republic. In this manner they will have the assistance of the Supreme Government and every species of guarantee on the part of this Commanding General. I have been informed that in order to accomplish their designs the Revolutionists are endeavoring to make the entrance of the troops which his Excellency the President of the Republic is sending through, appear as the commencement of the supposed destruction of the colonies. If this idea so extravagant may have deceived the incautious, the people in general will view it in its proper light because it is nol probable that they should give their assent lo an imputation so unjust. For the principles which have guided the course of the \lexican Government and its desires for the prosperity of Texas lo whose inhabitants it has dispensed every species of favor, are well known. If, for the establishment of custom houses, it should be necessary to establish some military delachrnenls, this ought not to alarm the people of Texas because far from interfering with their interests it would be an assistance lo them and they would have one guarantee more on which lo dcp,~11<.I for their security.
