Every intelligent Merchant, before he enters into foreign commerce, lakes care lo inform himself of the particular laws of lhe place lo which he intends lo trade. lie ought to know the customs due on importations and exporlalions-whal goods arc admissible, and what prohibited accorclinu lo the usaues - lhe C' e Tariff and the regulalions of the place lo which he extends his trade. If he blindly precipitates himself into difficulties, for want of the necessary information which he might have had, and gels his cargo seized for a violation of the prohihilory law, which he as a merchant is presumed to know, what reason has he to complain? the fault is his own; the plea of ignorance will not a\'ail him; he only suffers the penalty of his own temerity. To resort lo force would only augmel the mischief; and all those who might be drawn into the affair would incur heavy penalties. This Ayunlamienlo therefore, with greal solicitude and determination, caution all persons against using any force, violent threats, or illegal means-aiding or assisting those who may use force, violent or illegal means, against lhe Colleclor of the maritime customs of Galveston, in the discharge of his official clulies; or against any of his officers, or other persons lawfully employed in the custom house department. And we call upon all officers, both civil and military, to lead their aid if required, lo sustain the revenue officers residing at Galveston and Anahuac, in discharging their respective official duties. An we moreover enjoin it as a duty incumbent on the Commissaries and other officers of Police in Texas, lo use their best exertions lo suppress and prevent all mobs, riots, threats, or disorderly conduct against the good order and public tranquility; or against any of the public functionaries, or other individuals of this municipality, who may Le engaged in preserving the Laws and the Constitution of their country inviolate; and lo give timely notice of any such mat-conduct, together with the names of those who may Le engaged therein, to the competent Authorities.
